Minute 02/08 – Shrewsbury Livestock Market, Battlefield, Shrewsbury – Personal interest as he knew Mr Jeremy Lamond, a partner of Halls, and had worked with him as a school governor at Meole Brace Infants School.

 

 

02/08   SHREWSBURY LIVESTOCK MARKET, BATTLEFIELD, SHREWSBURY

Consideration was given to a report of the Planning Services Manager in respect of a reference from the Development Control and Environmental Protection Committee held on the 8th January 2008 in relation to an outline application for the construction of a fine art and general sale auction rooms, storage and offices to include layout and means of access at Shrewsbury Livestock Market, Battlefield, Shrewsbury (Application Reference: 07/1561/O).

The Development Control and Environmental Protection Committee had recommended that the application be approved, which constituted a significant departure from the Development Plan. In accordance with the planning procedure adopted by the Council, the application had been referred to the Planning Committee for determination.

 

RESOLVED:

That the outline application for the construction of a fine art and general sale auction rooms, storage and offices to include layout and means of access at Shrewsbury Livestock Market, Battlefield, Shrewsbury (Application Reference: 07/1561/O) be approved for the following reason:

Z102I…Consolidation of the development to one site is for the benefit of the town centre and will allow the present building to have a more appropriate use in the future.

Include the following conditions:

The building shall only be occupied by Halls of Shrewsbury for use as a fine art and general sale auction house with ancillary storage and offices for Halls.

Reason: This permission is granted exceptionally, contrary to planning policy, on the grounds that there is a special case for Halls of Shrewsbury to relocate out of the Town Centre to a location near to the Livestock Market.

The access shall be as shown on plan 424/01/01 and shall be permanently retained unless otherwise agreed in writing with the Local Planning Authority.

Reason: In order to ensure a safe access.

Include the following informative:

Members of the Planning Committee determined that the application be approved contrary to Officer advice for the reason stated above.

 

(Councillors Clarke and Sambrook requested that it be recorded that they had voted against the above resolution).
