Democratic and Legal Services, led by Gareth Owens, is made up of three distinct sections as follows:

Committee Administration

The Section, comprising of six officers, ensures that the decision making structure of the Council is properly serviced, with reports, agenda papers and minutes/statements of Cabinet decisions being prepared promptly and follow-up action initiated. A Weekly Bulletin of information items is also produced, to ensure that Members are kept informed of matters which are not being reported to Council or Cabinet. Member Services are also being developed by this section.

Civic Services and Electoral Registration

The team includes The Mayor's Secretary and The Mayor's Officer

A small team undertakes the annual review of the Electoral Register and has responsibility for running all elections, namely:

  • Parlimentary Elections
  • Shropshire County Council
  • Shrewsbury and Atcham Borough Council
  • Local Town and Parish Councils
  • European Parliament

Legal and Land Charges

A small team looks after the legal aspects of the Council's work, in particular handling prosecutions, civil litigation and public enquiries, the buying and selling of land, the preparation of contracts and legal agreements, and general legal advice.

This team will deal with any enquiries relating to land and property in council ownership.

The local land charges team maintains the Local Land Charges Register in which every property in the Borough is entered. Items recorded in the Local Land Charges Register include details of enforcement notices and planning agreements, proposals for new roads and similar decisions of importance to a landowner. No-one should buy land without first searching this register. The local land charges service has the ISO 9000 standard.
