What should I do if I get a Penalty Charge Notice?

Do not ignore it!

Payment of the Charge is the liability of the registered keeper of the vehicle, who will receive a Notice to Owner should the Charge remain unpaid after 28 days.  The registered keeper then has the option to pay the full amount or make a Representation (see how Do I Dispute the Charge).

Should the Notice to Owner not be actioned upon, the registered keeper will be notified of this by ParkRight by way of a Charge Certificate.  The original Penalty Charge payable at this stage will have been further increased by 50%.

And if this is not paid, then the debt will be registered with the Traffic Enforcement Centre at Northampton County Court incuring a further additional charge.  Once the debt is registered, a warrant will be issued and discharged by bailiffs who will take recovery action.

Why the Charge is increased or decreased.

Early payment helps keep administration to the minimum and it is only fair that you are rewarded for this.

Equally, late payment increases the level of administration, so the amount due is increased.

How to pay

If you pay within 14 days of the date of issue, you will only have to pay half of the Charge. After 14 days the full amount is due.

You cannot pay the Civil Enforcement Officer (Parking) directly. They are not allowed to accept payment.

Methods of payment are -
Post: to ParkRight, PO Box 161, Shrewsbury, SY3 8YX
Phone:(24 hours Mon-Sun) 01743 281176
Internet: SABC Online Payments (processed by Shrewsbury and Atcham Borough Council)
In Person: At any borough or district council office in the County of Shropshire. Check with the individual office for opening times.

Full payment details are on the reverse side of the PCN.

Challenging the Penalty Charge

If you think you should not have been given a Penalty Charge Notice, you should challenge it within 14 days of the date of issue. Find out more about challenging the Charge by visiting How do I dispute the Charge?

Please do not argue with the Civil Enforcement Officer (Parking). He or she is not allowed to cancel or tear up a ticket once it has been issued. You can ask him or her to record your comments if you wish.
