1.0 Introduction

1.1
The primary objective of the Waste Management Review is to provide members with the most up to date accurate service information for Refuse Collection, Recycling, Street Cleansing and Public Amenities. The analysis has been compiled to review and determine levels of performance which are compatible with corporate aims and objectives including sustainability and adhering to the proximity principle where cost effective and appropriate.

The exercise will enable key service decisions to be taken based on the latest available data for quantitative and qualitative assessment thus enabling a level of service to be established with transparent financial data aiding the process.

Best Value underpins the method deployed for this exercise to evaluate performance and achieve statutory targets at an appropriate level of expenditure. The three key objectives of the review are achieving statutory targets for recycling and composting, generating income to provide a financial surplus to the Authority and provide quality core services to the charge payers of Shrewsbury & Atcham Borough Council, which are measurable and aim to improve performance year on year.

The review identified options based on adherence to Best Value principles of Challenge, Consult, Compare and Compete as follows:-

Ø Establish detailed base costs for each service review

Ø Compare and benchmark data where appropriate and available

Ø Identify statutory and discretionary services

Ø Provide clear tangible evidence for the retention of services in either quantitative or qualitative terms

Ø Undertake this exercise to establish:-

  • Retention of the Service

  • Modifications to the Service

  • Discontinue the Service

  • Amend charging policies and or introduce where appropriate

  • Outsource the Service and subcontract parts or the whole of the Service

  • Undertake Partnership opportunities where both economically viable and appropriate

  • The exercise will supplement the Comprehensive Performance Assessment Process, (CPA) due to commence in April 2003 and assessed during 2004. The review sets out to build on the recent Best Value 2 Star good rating for the Cleansing Service by providing further service improvement options necessary to achieve the target rating for the (CPA) service review in 2004.

  • Cleaning and Maintenance
  • Building Maintenance and Upkeep

The initial phase of the Waste Management review will focus primarily on Refuse Collection, Street Cleansing and Recycling. Further detailed research will commence during 2003/4 to identify Public Convenience unit costs, establish priorities and take into account appropriate technical developments. The summary details provided set out the basic technical/cleaning data for each facility and identify any proposed development plan or approved refurbishment projects for toilet facilities provided by the Authority.
