BACKGROUND
3.1The Waste Management review project is in accordance with the work programme identified to the Culture, Leisure and Community Overview and Scrutiny Committee at their meeting held on 17th September 2002. Appendix No 1 identifies the detailed programme due to be considered by Committee at the meeting scheduled for the 14th April 2003.
3.2
Cabinet will consider the review and any recommendation at their meeting on the 19th May 2003. The review will be updated annually to reflect any policy changes, update statutory performance indicators, service amendments to ensure that members are fully informed of future developments in the key service responsibilities identified.
3.3
A sub-group of members was established to supplement the review process and ensure that a comprehensive and considered approach was adopted to evaluate best practice for recycling options including:-
Ø Methods adopted
Ø Materials recycled
Ø Levels of performance achieved
Ø Handling facilities
Ø Support, promotion and education
Ø Public and private sector options
Ø Container type and range of containers used
Ø Consultation and implementation strategies
3.4
The sub-group visited a number of facilities at various Local Authorities including Oswestry, Lichfield, Stafford, Chester and Daventry in addition to our own Kerbside Scheme operating at Shrewsbury & Atcham Borough Council. A visit to Shotton Paper Mill was also arranged to ensure the group had access to a locally based handling and processing facility. A subsequent invitation to all members of Council was well attended to observe first hand the latest developments within the paper recycling industry.
3.5
An improved financial offer for paper was presented to the Shrewsbury & Atcham Borough Council following this visit and represents a practical example of pooling recyclables to improve economic performance for the Authority. The offer will be evaluated at the expiry of existing contractual arrangements with Shropshire Waste Management in 2006. (Refer to Appendix No 2, Partnership Contract offer).
3.6
Appendix No 3 identifies for members the various issues addressed by the committee since the commencement of the project in September 2002.
3.7
The combination of experience and knowledge gained since the commencement of the review have culminated in members ability to understand and evaluate complex Waste Management issues. This knowledge will ensure that the Committee is equipped to assess facts and ensure a measured decision is reached on the service options outlined in this report.
