Benchmarking/Performance Targets
To evaluate service performance we have carried out a benchmarking exercise for Refuse Collection and Street Cleansing.
The results have been evaluated against the Government Best Value Performance Indicators as follows:-

A further benchmarking study is underway. This study compares our costs against a National databank compiled from the Public Services Network (PS Net).
For purposes of this report the benchmarking exercise has been compared in comparative Local Authority groups to ensure that they are fair and reasonable comparisons.
Subsequent decisions by Committee on service performance and costs will affect the relative comparisons of the Authorities performance against these key national-benchmarking indicators.
To supplement these national comparisons we are in the process, from the 1st of April 2003 of introducing a number of local performance indicators which will be reviewed and analysed on a monthly basis.
BV 82a/82b – Household - % Recycled/Composted
UPDATE
The latest SABC forecast for 2003/4, for the amount of household waste composted/recycled is predicted to achieve the minimum statutory target of 18%. We originally forecast a performance of 20.4% for the full year, but due to a late start-up/logistical arrangements a figure closer to the 18% is more realistic.BV 84 Kgs per Household Waste Collected per head
This will increase in line with general domestic growth patterns of between 3 to 5% per annum.
BV 91 % of population served by the Kerbside Collection within 1 Km of the Recycling Centre
There are no immediate plans to improve these figures, although, the installation of 15 Bring Banks for schools may have a (marginal positive) impact on the population/community not serviced within the allocated 1 Km from a Recycling Centre.
BV 88 – No of collections missed per 100,000 collections of Household Waste
The figure for 2002/3 will show a marked increase, however this change is entirely due to industrial action taken by the workforce during 2002. Apart from this the figure is in line with previous years.
BV 86 – Cost of Waste Collection per Household
The Waste Management Review process and particularly the transparency of individual cost centres for each service will facilitate members the opportunity to scrutinise these costs in more detail year on year.
SUMMARY
Overall the Refuse Collection service is performing better than average in most areas of comparison. The recycling and composting service has been resourced to achieve its statutory target and we are endeavouring to establish new and innovative ways of improving our performance.
The base cost of Refuse Collection in in the top 50% compared against the best performing private and public sector operators. This comparison excludes the discretionary services provided by the Authority including:-
- Bulky Household Collection
- Clinical Waste Service
- Freddie the Freighter Service
