PUBLIC CONVENIENCE PROVISION
There is no legal obligation for the Local Authority to provide public conveniences. It is generally accepted, however, that such provision is necessary for both the local populace and for visitors to the town. Indeed, a policy of non-provision of public conveniences would be in direct conflict with the current Tourism Strategy for the Borough, which has its emphasis firmly on service provision – once the visitors arrive in the town.
Apart from the full time attendant in the ladies toilets at Butcher Row, the remainder are cleaned and serviced by two mobile employees.
To avoid vandalism the majority of the public conveniences only have limited opening times, being closed in the evenings and at night, when most vandalism occurs. It takes only minutes of unsociable behaviour for a recently cleansed and stocked convenience to become unusable.
In 2001this authority had installed a fully automated (semi self cleaning) public toilet in the cemetery and this has proved a great improvement in service provision and public satisfaction. Signage has also been trialed in St Julians Friars to inform members of the public of the cleansing frequency and this is now going to be introduced Borough wide.
