Implementation
6.1
The delivery of the proposals outlined in this development brief are fundamental to resolving a longstanding public expectation for the proper land use planning of the area.
6.2
The first phase of the proposals are likely to involve the development of the key worker accommodation for RSH North and the new mental health facilities. However, their approval will be subject to a Section 106 agreement requiring both a sum of £65,000 (index linked at September 2002 prices) to facilitate the relocation and establishment of a new bowling green / model railway, and the dedication of 5.6 ha to the Borough Council to be utilised for recreational open space /green space purposes. There will also be a Section 106 agreement requiring a sum of approximately £50,000 for the bus only link to be provided linking Somerby Drive to the RSH North Campus and the provision of a dual cycleway / walkway linking Racecourse Lane and Somerby Drive along the boundary of Shelton Hospital.( See Plan 3)
6.3
The final phase of the construction programme is likely to involve the de-commissioning and subsequent application for conversion of the Shelton Hospital together with the provision of an appropriate level of recreational open space in accordance with approved standards. A listed building application will also be required and a management body will need to be formed to ensure the future programmed maintenance of the landscaped areas to the north of the complex.
