Corporate Plan/PIP |
Although no longer legally required we have determined to publish a 2008/09 PIP pending the establishment of a new authority in April 2009. Overview Committee is assisting with the development of this document. | |

Performance Management |
I am delighted to report that the Direction of Travel assessment undertaken by the District Audit for 2006/07 found significant improvements in performance by SABC with performance on key performance indicators well above average for District Councils with 76% improving. Maintaining improvements in performance will be challenging as workload on transition into the new authority increases. Two processes, building maintenance and planning applications have completed Business Improvement reviews based on ‘Lean thinking’ and this has led to increased capacity and reduced bureaucracy. The review of leisure services is complete and the action plan is being implemented. | |

Community Strategy |
The unitary decision is clearly effecting agencies long-term views on the role and function of local strategic partnerships. Using some capacity building funding we are redefining and reinvigorating the Shrewsbury and Atcham Partnership into the new Central Area Partnership. The latest performance report on the Local Area Agreement confirmed that the objectives to which SABC have signed up to are on target. | |

CPA |
Shrewsbury and Atcham Borough Council will not undergo a formal CAA review during 2008/09. We are required however to continue to submit Value for Money and Use of Resources statements amongst other audit submissions. | |

Management of succession |
Nine members of staff are on the second round of the Management Academy and are well into their development programme. The move towards a new unitary authority is impacting heavily on thinking in terms of management of succession and temporary arrangements and sharing of personnel across Shropshire will need to be considered over the next 18 months as people leave the various organisations. | |

Communication / Consultation |
It has been agreed to move towards one common staff newsletter for all of the Shropshire Councils and the first edition will be out in February. As we move towards Unitary the main communication and consultation will be on these issues, such as boundary reviews and the establishment of a town council for Shrewsbury. | |

Press/PR |
Press coverage of the Unitary Council issue has fallen off substantially. Press have been picking up on releases sent out by the Borough council on various issues. Members are asked to check with Service managers and portfolio holders before giving press statements to ensure the most current information is provided. | |

Overview Committee |
The Overview Committee is reaching the end of a challenging and exciting work programme undertaken during the year. Cross party task and finish groups have examined and helped inform future policy in respect of :
