Web Publishing Policy

Definition of Shrewsbury and Atcham Borough Council's Web Service

"The Council's Web Service is defined as all information which is published on any web server connected to the Council's network"

This applies to both Intranet and Internet pages.

Web Service Publishing Policy

Shrewsbury and Atcham Borough Council uses Microsoft Content Management Server (CMS) to create, store, and publish information to the Internet and Intranet.

Access to CMS is the responsibility of Computer Services and is governed by the Council's Security Policy.

Authors

Staff and Partners of the Authority who want to create content for the Internet and Intranet are defined as 'Authors'.

Authors must have Service Head and Computer Services approval before security access is granted.

No Author will be granted access without basic training by Computer Services.

Authors will be held responsible for all information in files owned by their username and that published to CMS.

Authors are expected to check the content of all files they own.

Authors are expected to compile their web pages in accordance with guidance issued by Computer Services. A formal 'scope of standards' for producing web pages will be issued by Computer Services to all authorised users.

It is the Authors responsibility to ensure that the information they produce is accurate, and compliant with legal legislation.

Copyright

Authors need to ensure they are complying with Copyright legislation. Under this Act, any duplication of documentation or images without copyright owner’s permission is an infringement under copyright law.

Data Protection Act

Any personal data is subject to the Data Protection Act 1998.

The Council is only allowed to publish personal data on the Internet that Data Subjects have given their consent to. Authors must ensure that any personal data they wish to publish must have the consent from the Data Subject. Please refer any queries to the Data Protection Officer.

Editors

Editors must have Service Head and Computer Services approval before security access is granted.

No Editor will be granted access without basic training by Computer Services.

Editors are responsible for authorising and publishing the content produced by themselves and Authors.

The Policy Team are responsible for approving all 'press release content'.All Users of the Web Service must comply with all relevant regulations, laws and contracts.

Responsibility for ensuring that no material published contravenes any relevant regulations, laws or contracts rests with the author and editor of the material. These regulations, laws or contracts include, but are not restricted to the Council's Information Security Policy, Internet and Email Policy, Good Practice Guide, Data Protection Policy. The use of the Web Service must not place at risk the security of information held on CMS, the Web Server or the Network.

No User may take any action, whether accidental or deliberate, which harms the confidentiality, integrity or availability of any computer or any information it holds. For example making available private information about the server; damaging, or permitting others to damage, information held on the service; using programs or commands, which restrict the functionality of the Web Service.

Annex

At present these guidelines are advisory only. Within the constraints of available staff resources the Computer Services will advise where pages depart from the guidelines and are likely to cause problems. Computer Services intends to continue its policy of persuading authors that following guidelines can save work and ensure a wide readership for their pages. Relevant Acts of Parliament.
